• Local Consultancy Services in the Field of Civil Participation, Participatory Democracy. Provision of National Consultancy Services on Various Aspects of Civil Participation, Protection and Promotion Civil Society Space in Ukraine Tenders are valid for 120 calendar days as from the closing date for their submission Throughout the duration of the Framework Contract, pre-selected Providers may be asked to: Under Lot 1:  Provision of appraisal and recommendations concerning the development/enhancement, advocacy and adoption of local self-government legal framework on civil participation, regional and national legal frameworks, based on the best practices and democratic participation standards. This could also include work on the development of the draft legislation or parts of legislative documents or guidelines concerning civil participation tools and mechanisms, advocacy of the adoption of the enhanced provisions, contribution to work groups: o Central level: provide legal and policy support to the Cabinet of Ministers, Verkhovna Rada, central executive authorities regarding the development/enhancement of the national legislation and policies concerning civil participation o Regional level: support the Regional State Administrations and Regional Councils in developing or enhancing, implementing/piloting regulations concerning civil participation and civil society development; o Municipal level: support local self-government bodies in developing new/enhancing the existing municipal legal acts concerning civil participation, including:  Statutes of territorial communities and regulations concerning civil participation;  Regulations concerning civil participation: general meetings, bodies of selforganisation, public hearings, public consultations, participatory budgeting (including participatory budgeting), competitions for CSOs, etc.;  Regulations on competition/municipal programmes or policies for NGOs projects aimed to promote civil society development;  Providing recommendations and guidelines to city councils on the basic standard features of the city council websites concerning civil participation tools.  Provide advice and consultations on implementation of tools and mechanisms on civil participation Contribute to meetings of expert groups on the development and implementation of legislation and regulation on civil participation  Participation and presentation during the offline and online events, not limited to webinars, online workshops.  Development of methodological materials on the use and implementation of procedures and legislation in the area of civil participation, participatory democracy.  Proof-reading of legal documents, the methodological and informational materials.  Carry out advocacy campaigns to promote the development, adoption and implementation of legal frameworks and procedures on civil participation tools and mechanisms. Under Lot 2:  Design and/or carry out awareness raising activities/campaigns on the implementation of civil participation tools and mechanisms;  Carry out analysis of the capacities of public authorities as regards engagement of citizens and NGOs in the decision making process; implementation of legislation and procedures on civil participation tools and mechanisms;  Carry out analysis of the capacities of NGOs, citizens other stakeholders as regards the awareness of civil participation tools and mechanisms, training needs as regards participation.  Design and/or deliver thematic training programmes to public officials and/or civil society representatives (citizens/residents, NGOs, private sector and other stakeholders), including, but not limited to: o Implementation of provisions of legislation and procedures on civil participation (Vekhovna Rada and Cabinet of Ministers legal framework) o Implementation of provisions of a statute of a territorial community and regulations on civil participation; o Participatory budgeting (including School PB) o Engagement of citizens and NGOs around the planning of urban public spaces o Public consultations o Advocacy o Fundraising and grant writing o Communications for civil participation and engagement in the decision-making o Gender mainstreaming in civil participation and participatory decision-making o Participation and engagement of representatives of vulnerable groups and minorities o Engagement methodologies o Open data and access to information o Other relevant areas  Facilitate the implementation of the Council of Europe toolkits (CivicLab, Uchange, School PB);  Design new/enhance the existing Council of Europe toolkits and materials in the area of civil participation;  Design and/or deliver the T4T training programmes for public officials and civil society representatives;  Design online learning tools in the area of civil participation;  Design and/or contribute to the mentoring/coaching programmes in the area of civil participation, participatory democracy to public officials and civil society representatives;  Participate and present a material during the offline events, not limited to webinars, online workshops;  Conduct proof-reading of the methodological and informational materials within the project activities;  Develop script for the events and capacity building activities, guides for trainers experts and moderators;  Develop and/or proofread informational and learning products (publications, manuals, leaflets, infographics, videos, digests, newsletters etc.) on issues related to civil participation, advocacy, leadership, gender mainstreaming, participation of vulnerable groups, etc.  Other capacity building and training for public authorities and civil society representatives in the area of civil participation. Under Lot 3: 6 / 13  Design and deliver participatory events (online and offline workshops, seminars, work groups, forms, training sessions, presentations, public hearings, consultations, focus groups etc.) engaging public authorities and civil society representatives around the joint development of proposals on selected policy issues;  Design guides and scripts for moderators and facilitators;  Lead the delivery of participatory events;  Facilitate/co-facilitate participatory events (online and offline workshops, seminars, work groups, forms, training sessions, presentations, public hearings, consultations, focus groups etc.);  Moderate/co-moderate participatory (online and offline workshops, seminars, work groups, forms, training sessions, presentations, public hearings, consultations, focus groups etc.);  Provide advice and recommendations on developing and delivering participatory events in accordance with innovative and effective methodologies and formats. type of contract : Framework Contract Duration: Until 31 December 2022 Expected starting date: 15 October 2021 Tender Notice Issuance date : 13 September 2021 Deadline for tendering: 05 October 2021
