E-mail: UESPprocurement@tetratech.com Ukraine has a tremendous asset with its existing district heat (DH) demand and networks. However, underinvestment and poor management have made Ukraine-s DH systems inefficient and unreflective of customer needs. DH companies need to improve the efficiency of their operations, optimize the organizational structure and management, focus on customers- needs, set cost-reflecting tariffs, and adopt new technologies. Capacity building is essential for improving the performance of the DH sector. A capacity building platform is an integrated set of interactive online services that provide DH companies and communities (local self-governments) with information, tools, and resources to support and enhance the development of district heating systems. This online capacity building platform should be a central entry point for DH companies and local self-governments to access resources developed by international development partners and Ukrainian experts. The online capacity building platform is a joint initiative by Tetra Tech/ESP and Pacific Northwest National Laboratory (PNNL), a USAID implementing partner.
