Expression of Interest are invited for Ukraine.Public Sector Reform Support Program for Ukraine (P172441).Human Resource Management Information System (HRMIS) Phase 1 Implementation Verification and Assessment on HRMIS Coverage Enlargement The World Bank invites eligible consulting firms (Consultants) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services: (i) a minimum of ten (10) years of consulting experience, including public sector experience of quality assurance pertaining to systems, which will include at least 1 HRMIS project; (ii) experience in carrying out similar large information and communications technologies (ICT) project implementation verification assessments/feasibility studies; (iii) experience of HRMIS implementation in the public or private sector for at least one project; (iv) strong knowledge of the legal framework regulation pertaining to the civil service employment and institutional set-up in Ukraine, as well as coordination mechanisms between the National Agency for Civil Service (NACS) and other agencies, HR and payroll policies and procedures in the country; (v) strong knowledge of international best practices in HRMIS and payroll solutions; and (vi) fluency in Ukrainian and English is required for the core staff to conduct the assessments.
