Description:
The objective of the assignment is to assess the socio-economic vulnerabilitiesand needs of Roma IDPs and host communities in Ukraine to date, the supportprovided to them, the opportunities and challenges created through approval oftemporary protection measures, and to identify options for enhancing theeffectiveness of these measures so that they can be fully utilized by theirintended beneficairies, including by Roma women IDPs. Emphasis will be placedon specific themes including: the need for transparency and accountability inthe provisison of support; livelihood opportunities for IDP, refugee and hostcommunities with a focus on building economic self-reliance; access toeductaion for Roma children IDPs and refugees; and social cohesion among IDP, refugeeand host communities. There will also be an overarching emphasis on the role inwhich local governments can play in enhancing transparency and accountability,livelihoods, access to education, and social cohesion. Given the pre-existinggender inequalities and disparities, the study will adopt a gender lens toexamine the gender dimensions of the experiences of Roma women IDPs in Ukraine. The deep dive on Roma IDPs in Ukraine willprovide sociologically nuanced evidence and will be later complemented by theRegional Roma Survey that will be carried out (the quantitative surveyactivity is a separate project activity which will be carried out by surveyfirm). Whereas the survey will underscore overarching trends on Roma situationin Moldova and Ukraine, including on Roma IDPs and refugees to a limited extent,the qualitative study deep dive on socio-economic situation and experiences ofRoma IDPs and refugees while providing explanations for some of the sustainedand accumulating disadvantages of the Roma IDPs and refugees.
