- Thehealth system in Ukraine faces important shortcomings that have significantlycontributed to poor health outcomes among the population. High comparativepublic health care expenditures are not reflected in quality of service andadequate coverage, and little investment in modern infrastructure has resultedin an outdated system with an excessively large hospital sector andunderdeveloped modern primary care structures. Sincethere have been no hospital masterplan developed in most regions yet, hospitalnetwork is predominantly based on small, mono-profile hospitals that treatseparate disease categories and population groups. Most of the acute beds arelocated in these mono-profile hospitals, which limits the possibility to treatpatients facing multiple conditions.Theinvasion has caused approximately US$2.5 billion in damage to the healthsector, and total losses are conservatively estimated at US$16.5 billion. The actual level of damage is likely higher,given incomplete or missing reports and impact on infrastructure. To consolidatemono-profile facilities and to upgrade its public hospital network, includingas part of the reconstruction plan, there is a need for a modern multi-profile facilityin the City, to deliver healthcare services in a new well-equipped hospitaldesigned in accordance with best industry standards. The Government of Ukraineconsiders PPPs as one of its priority strategic tools to attract privateinvestment to support the reconstruction program. Tothat end, the City of Zhytomir (the “City”, the “Client”) requested support ofthe International Finance Corporation (IFC) and the Global InfrastructureFacility (GIF), members of the World Bank Group, in collaboration with the Public-PrivatePartnership (PPP) Development Agency of Ukraine, to implement a hospital PPPproject in Zhytomir.
